Short answer: You apply for the Malaysian Certificate of Good Conduct (Sijil Kelakuan Baik, Malaysia's police clearance) online on the Ministry of Foreign Affairs' e-Konsular system at ekonsular.kln.gov.my or in the eKonsular app. The Royal Malaysia Police (PDRM) vets every application, the government fee is RM 20 per certificate, paid when you submit (since 20 June 2026), and processing takes 30 to 90 working days with no express option. You download the approved certificate from e-Konsular, and it is valid for one year from PDRM's approval.

Who can apply
Malaysian citizens, wherever they live. You register on e-Konsular with your MyKad number.
Foreigners who have lived in Malaysia for at least six months on a long-term pass (employment, student, dependant or spouse pass). Some Malaysian missions ask for 12 consecutive months, so if you are close to either limit, confirm with the Ministry's certificate unit (skb_admin@kln.gov.my) before you apply.
Every applicant needs a reason from abroad: a job offer, a study offer, a visa requirement or proof that you live abroad.
What to prepare before you start
Your passport and a clear photo or scan of its information page.
A passport-size photo of your face on a plain background.
Your supporting document as a PDF of no more than 2 MB: an employment or study offer letter, a visa letter, the destination authority's instruction asking for the certificate, or proof of residence abroad such as a utility bill.
A way to pay RM 20 online: the payment page opens in e-Konsular when you submit.
How to apply on e-Konsular, step by step
Register an account at ekonsular.kln.gov.my or in the eKonsular app (Malaysians with the MyKad number, foreigners with the passport).
Log in with your user ID, password and the security code.
Open the menu Sijil Kelakuan Baik (Certificate of Good Conduct) and choose Permohonan Baru (New Application).
Fill in Maklumat Peribadi (personal information). Every field marked * is required, and your details must match your passport exactly.
Fill in Maklumat Sokongan (supporting information).
Choose Tujuan Permohonan (purpose) and Negara yang Memerlukan Sijil (the country that needs the certificate), then upload your Dokumen Sokongan (supporting document, PDF, up to 2 MB).
Upload the passport-size photo and the passport information page with + TAMBAH FAIL (add file).
Check everything, click SETERUSNYA (next) and then HANTAR (submit). A submitted application cannot be withdrawn, so check the country and your passport details first.
Pay RM 20 online and keep the official receipt (CETAK RESIT RASMI). Since 20 June 2026 you pay when you submit, not after approval.
Follow the status under Senarai Permohonan (application list): Permohonan Baru (new), Dalam Proses (in process), then Lulus (approved) or Tidak Lulus (not approved).
Once it is Lulus, download the certificate as a PDF and print it on plain A4 paper. Download it as soon as it is approved, because the download period is limited.
You can have two applications in process at the same time, each for a different country. While one country is in process, it disappears from the country list until that application is approved or rejected.
How long it takes
Allow 30 to 90 working days from a complete application: PDRM's vetting sets the pace, and there is no express service. Apply two to three months before your visa or job deadline.
What the Certificate of Good Conduct looks like
The certificate is issued on Ministry of Foreign Affairs (Wisma Putra) letterhead with a certificate number, the date of issuance and a "Valid Until" date one year later. Certificates issued since 1 March 2025 carry a QR code that the receiving authority can scan, and the design was upgraded with new security features on 20 June 2026. This example was issued on 9 October 2026 and is valid until 8 October 2027; the certificate number is blacked out.
When an embassy needs the original with the Ministry's stamp
The Ministry does not stamp a printed copy of the downloaded certificate. From our own submissions: when an embassy needs the Ministry's stamp and signature on the original (for example, for superlegalisation for Slovakia), apply again on e-Konsular and choose collection of the original at a Malaysian mission. The Ministry does not post the original to a personal address abroad.
Using it abroad: translation and embassy legalisation
The certificate is in Malay and English. If the receiving country needs another language, such as Chinese, Spanish, German or Korean, it needs a certified translation. We translate it first; Wisma Putra then attests the translation, and the embassy legalises both. See certified translation of a Certificate of Good Conduct for who may translate it and what gets it refused. The certificate itself is issued by the Ministry, so it needs no further Ministry attestation.
From our own submissions at the embassies: an embassy legalises a Certificate of Good Conduct through a representative only after the certificate holder has authorised it by email to the embassy, and not every embassy allows it. Every other document needs no such approval. We give you the email to send, then translate the certificate and take the certificate and its translation through the embassy legalisation.
For Spain, the Spanish Embassy authenticates the certificate together with its Spanish translation, and in our experience the embassy-legalised translation is accepted in most cases. For a China work permit, the certificate goes with your other documents through the Chinese legalisation chain.
What delays or gets an application refused
A supporting document that is missing, not a PDF or larger than 2 MB.
A foreigner below the minimum stay in Malaysia.
Names or passport details that do not match the passport.
An error in your police record: PDRM corrects it, not the Ministry, so raise it with PDRM first.
Links sent by WhatsApp, SMS or social media: type ekonsular.kln.gov.my yourself or use the official eKonsular app.
Common questions
How long is the Certificate of Good Conduct valid?
One year from the date PDRM approves it. Some receiving authorities want a certificate issued within the last three or six months, so check their rules before you apply.
How much does the Certificate of Good Conduct cost?
The government fee is RM 20 per certificate, paid online on e-Konsular when you submit the application.
Can I speed it up?
No. The Ministry does not offer an express service. Apply as early as you can.
Can I apply from outside Malaysia?
Yes. The application is online on e-Konsular from anywhere. Malaysian embassies and consulates give guidance but do not process or approve applications.
Does the certificate need Wisma Putra attestation?
No. The certificate is issued by the Ministry of Foreign Affairs itself. A translation of it does need Wisma Putra attestation, and the destination's embassy may still need to legalise both.
Do you apply for the certificate for me?
No. You apply on e-Konsular with your own account and passport details. Once you have the certificate, we translate it and handle Wisma Putra and the embassy: send it on WhatsApp.
I am not a Malaysian citizen. What else do you need with my certificate?
A copy of your passport and your valid visa (pass) in Malaysia. Send them together with the certificate when you ask us to translate and legalise it.
Is a police report the same thing?
No. A police report records an incident. The Certificate of Good Conduct confirms the result of your criminal record check.
